Increasing investment in Russia, and in particular the significant growth of domestic and foreign investment in the investment projects of the Russian regions and enterprises related to the solution of some problems, the priorities of which are:
   1. Creating the necessary conditions for priority investments in investment projects and modern technology in order to effect and guarantees from investing in investment projects were higher than in other types of projects. Solution to this problem determines the need to improve the federal and regional levels of the budgetary, fiscal, social, customs and other policies. Positive experience in solving this problem by attracting foreign and domestic investment belongs City Hall Moscow, Novgorod Oblast Administration and some other regions, which have made significant investment growth in various fields and projects.
   2. The second problem - the lack of market efficiency projects and companies they represent. This applies primarily to cost-effective projects with a high degree of profitability and relatively small payback. Enough to apply to the database of international centers, which represent the Russian projects for joint implementation with foreign investors to ensure insufficient, in scope and content, the justification of the effectiveness of most projects. In addition, effective projects are often offered to investors inefficient enterprises, many of which are in a state of crisis. In this regard, investors` interest is manifested primarily to projects raw complex of Russia, as well as federal and municipal projects with a guarantee of return of capital. In order to improve the investment climate of the Russian enterprises requires a set of federal measures to their restructuring, reduction in accounts payable and improved financial performance.
   3. The third problem - businesses and regions have not fully mastered the mechanisms and system technologies study and attracting foreign investment in Russian projects. Often still functioning practice of developing a feasibility study of the project without careful consideration of the business plan, and for cost-effective projects - business plan. Where included in the practice of business plans, their development is usually carried out qualitatively inadequate, particularly economic and financial part. In this case, if the desire to attract foreign investors, it is necessary to consider not only the international requirements, such as UNIDO, but the special requirements of a particular investor, etc. The solution to this problem involved in many Russian and other consulting companies. Defined contribution to its solution made Russian Engineering Academy (section "Building"), which under the leadership team of the present author has developed a series of methodical documents on writing business plans, proposals investors assess the costs and effectiveness of projects, etc., which represent the transparent mechanisms calculation of real projects.
   4. The fourth problem is related to the development of advanced technologies for managing the development and implementation of investment projects, taking into account the specifics of Russia, international experience and specific standards. Requirements of a market economy, modern economic state of the Russian Federation and other factors led to new requirements for the creation of modern critical technologies and project management activities of enterprises and regions and the Federation as a whole. Work on developing the domestic management system construction and investment projects with extensive use of computer technology provided by the Russian Academy of Engineering (section "Building"). Individual elements of this system are set out by the author in the second issue of the journal in 1999.
   Technology studies and attract domestic and foreign investment (see the schematic presentation) should be developed based on the following factors: the type and requirements of potential investors request form borrowings; types of investment projects in terms of their efficiency (economic, social, defense, etc. ) type of cost-effective investment projects or on their sale (or lease), or on the production and subsequent sale on the market a certain range of products (or services), the type of property companies, initiating the creation of the project and their financial condition.
   Justification and attracting investment to the creation of investment projects can be carried out in two forms:
   1. Acquisition of borrowings on credit with repayment of loans and interest thereon in a timely manner.
   2. Participation of the investor in full or partial funding of the project, followed by the receipt of income from the sale of products (services) as a result of its implementation. The effect is achieved, depending on the type of project, or through the sale of the project (or transfer it out), or through the issuance of asset created on a certain range of products (or services) and its sale in the market.
   An important factor in deciding on the allocation of investor funds under these types of projects is the Project to a particular owner - the state, region, state or private enterprise. The issue of state support for the financing of investment projects is also associated with a complex environment. The most important factor is the state`s interest in investing in effective projects of enterprises in which a substantial portion of the shares owned by the state. SOEs creates opportunity return on invested capital at the expense of future sales of products (services) on world markets.
   An important component of investors` decision on the allocation of funding for the project is part of the project initiator in its implementation by bringing their own working capital. The problem of creation (growth) working capital is one of the most difficult and requires separate consideration.
   The formulated problem determines the need to develop appropriate national and regional regulatory guidance documents. Currently, they are either obsolete or absent. In our view, there is an urgent need to develop and bring to the regions and enterprises of the following mechanisms:
   1. The procedure and conditions for obtaining loans from international financial institutions, particularly the World Bank, European Bank for Reconstruction and Development, etc. This document defines the rights and responsibilities of all parties, the technology of the debt was incurred, settlement procedure of all technical and economic parameters, forms and document content, guarantees return of capital, etc.
   2. Procedure for capital investment by foreign investors in the development of national or joint ventures and projects for mutual benefit, including Conditions of investor participation in the acquisition of shares of enterprises with appropriate safeguards. This should be defined mechanisms cancellation certain payables of enterprises, particularly related to tax evasion, charging them interest and penalties.
   3. Procedure of investment projects of federal and regional domestic investors with the creation of incentive schemes invest in all areas discussed above.
   The above arrangements should reflect the interests of Russian regions and enterprises, as well as to create conditions for, first, the breakthrough of foreign investments into the Russian market, and secondly, turning to the Russian domestic capital projects for well-defined guarantees. Implementation of the proposed mechanisms should be accompanied by significant debt write-off companies to the state, which would entail stimulating the emergence of necessary working capital for the development of new projects and technologies. In addition, companies need to provide wide-ranging powers and guarantees for creation on their basis of joint structures with foreign firms.
