1. Composition
   Critical technologies in the water sector include the following areas:
   A system of monitoring of the systems and water supply and sanitation;
   providing the population and production of quality water in the required quantity and mode (implementation program "Providing drinking water to the population of Russia" and the federal program for reforming housing and communal services);
   restoration and protection of water sources, reproduction water sources, rational use, reconstruction and maintenance of water facilities, reducing water consumption industries, the reduction of water losses;
   improving the reliability technology in cleaning communal and storm water;
   solid waste and sewage sludge with simultaneous production of biogas and produce environmentally friendly fertilizers;
   The development and widespread use of domestic resources, energy-saving technologies and devices in the water supply and sanitation;
   creation of an economic mechanism for financing water management is carried out through the implementation of federal programs.
  
   2. Purpose, basic functional parameters
   Systems and water supply and sanitation facilities are directly related to the formation of habitat and human activity. A significant portion of water and wastewater systems of major cities and towns in the country was formed in the postwar period, so the development of a comprehensive program of rehabilitation technologies highly aquatic environment refers to the critical technologies for water supply and sanitation. Improvement of the water environment, provision of safe drinking water, sanitation and reliability of the safety systems and water supply and sanitation is the most important task of the state.
   Technical and economic indicators of construction, reconstruction and maintenance of drainage systems and structures must comply with the level of real income of the population through the development and application of modern technology and design with extensive use of domestic developments and equipment.
  
   3. Sphere of application
   Proposed to implement the work is aimed at improvement of the aquatic environment, provision of safe drinking water, sanitation and reliability of the safety systems and water supply and sanitation services in the Russian Federation, which is the most important socio-economic sustainable development objective of the state of the Russian Federation and the regions, land development, development systems engineering, environmental health and safety of cities and towns, the upgrade of the water and wastewater systems.
  
   4. Basis for Selection
   Economic importance of the program developed by the following factors:
   creating conditions for the realization of the target program "Providing drinking water to the population of Russia" and programs to reforming housing and communal complex;
   restoration and protection of water sources, reproduction of water sources, rational use, to state control over the security of water facilities, reduction of water consumption industries, reduction of water losses, improve the quality of wastewater treatment;
   sustainable water management in the current economic and environmental conditions, the reliability of the systems and water supply and sanitation, environmental health and safety systems and water supply and sanitation;
   Prevention of critical and emergency situations in the water sector and water bodies in the reconstruction process, ensuring environmental safety and reliability when performing the upgrade and modernization of existing systems and structures of water supply and sanitation;
   the development of promising technologies water and wastewater systems, using domestic technology and equipment for the preparation of drinking water, wastewater treatment and disposal of precipitation.
  
   5. Status and trends of development
   In the utilities sector specific water consumption is an average of 326 liters per day per person and exceeds standard 15-20%. High values ​​of specific water consumption caused largely by the presence of large water losses, in some cities make up 40% (corrosion and deterioration of water supply systems, leaks in residential and public buildings). Is an issue about the quality of drinking water: a quarter of utilities and pipelines third departmental supply water without sufficient clearance.
   Wastewater discharges into surface water bodies in the 90s was 73.2 cubic km, including contaminated wastewater - 28 cubic km regulatory clean water (no treatment) - 42.3 km ³ and regulatory effluent - 2.9 cubic km The main volume of contaminated wastewater is discharged and enterprises of housing and communal services, chemical, petrochemical, timber, woodworking and pulp and paper industry.
   Over the past 10-15 years, investments in water management, particularly in the development of drainage systems and structures, at the lowest level in the recent history of Russia. Economic crisis in the Russian Federation has exacerbated situation of the industry, financing the construction of new facilities is not carried out in almost all regions of our country.
   A qualitative depletion of water resources, degrade groundwater basins and surface water catchments occur more often major technological accident, bring great damage to natural disasters. In order to ensure national security and territorial water, it is necessary to restore and maintain the natural water sources (rivers, lakes, aquifers, etc.).
   One of the major problems of our time is the problem of rational use and protection of water resources. It should be noted that, despite the decline in industrial production more than doubled, water consumption was reduced by only 28%.
   In recent years, the technical condition has worsened treatment facilities, there are no services operating on many of them, the reduced volume of maintenance work, and all this is happening against the background of the expansion of residential and economic development, which leads to increased risk of accidents, significant financial losses and environmental deterioration health. All this determines the urgency of the problem of safety of treatment facilities and requires urgent action.
