1. Composition
   Building technologies to ensure public safety, areas and construction sites with hazardous natural and man-made impacts include the following main areas:
   formation of stable to natural and man-made situations of natural and man-made systems (NTS);
   protection of buildings and structures from the disastrous effects of earthquakes, permafrost degradation, subsidence grounds groundwater flooding and other natural and techno-natural processes;
   Technology and Engineering reconstruction of destroyed villages, buildings and structures;
   fire safety Shatter buildings and structures;
   radiation safety of building materials, structures, buildings and structures;
   Establishment of zoning maps in Russia by natural and anthropogenic factors of construction and monitoring of hazardous natural processes;
   Developing management of natural and man-made risks engineering construction solutions as a factor in reducing the vulnerability of emergency.
  
   2. Purpose, basic functional parameters
   Integrated security solution to create natural and artificial habitats under adverse impacts of natural and man-made building technologies has a high socio-economic and ecological importance in the framework of the concept of sustainable development of the Russian Federation.
   High efficiency stable emergency (natural and man-made, including) building systems of various functional purposes determined by the host architectural-planning, design and survey, design, technology solutions based on the achievements of the complex building sciences, engineering and technology, and information systems .
  
   3. Sphere of application
   The proposed technologies are usable for the formation of a secure environment, an effective response to emergency situations of different origin, risk reduction and mitigation under the influence of natural and man-made disasters, which are subject to the development of regions, occupying more than 70% of the territory of the Russian Federation. The proposed technologies apply to architectural planning, design, survey, design and engineering, materials science and construction activities for all types of building systems.
  
   4. Basis for Selection
   Meaning of emerging technologies to the following factors:
   creation of high resistant to impact factors of natural and manmade disasters building systems at all levels and responsibilities, including earthquake engineering, protection from flooding, landslides and hydrodynamic phenomena of climatic events, floods, development of underground space, building on undermined areas and explosion-proof fireproof construction, with the exception of radiation, chemical and bacterial contamination;
   the formation of efficient technologies, techniques and methods of rescue, repair and remediation work in the natural and man-made systems in emergency situations;
   establish systems for forecasting, prevention, early warning, mitigation as elements of a risk management system based on modern information technology;
   empowerment of safe construction development opportunities for adverse development of natural hazards and technological accidents and disasters.
  
   5. Status and trends of development
   Currently, the share of construction in regions prone to natural and man-made "emergency" is more than 50% of the total construction and tends to increase. Expanding development of territories with degrading permafrost, are involved in the construction sector seismically active areas being built on undermined areas, up to 80% of urban areas flooded Russia, etc. Up to 70% of labor costs and time spent relates to construction aspects of harm reduction and elimination effects of increasing the number of natural and man-made emergencies, and taking into account mitigation measures, this value increases.
   Proposed technology corresponds to the direction of federal programs "Housing", "My house", "Security."
